1. Pre-heat oven to 350º. Grease a muffin tin with butter or place cupcake liners in each one.
2. Stir together dry ingredients in a large mixing bowl with a wooden spoon. Make 3 wells into the flour mixture, one big and two small.
3. Pour oil into the biggest well, vanilla in one and the vinegar in another.
4. Pour the milk over all of the mixture and stir gently until combined.
5. Using a smaller spoon, pour the batter evenly into the prepared pan.
6. Bake for 30 minutes, or until a toothpick tests cleanly. Let cool completely and frost if desired; paired nicely with Vanilla Icing.
